Estimate $60 - 80 Established in 1799 by Quakers in Chester, PA, authorities at the Westtown School decided in 1853 that all outgoing letters carried by stagecoach should require a fee of 2 cents. Prepaid stamps were placed on sale at the school and revenue from the sale of these stamps was used to pay a fee to students or community mail carriers who delivered letters to or from the nearest post office . |
